ABSTRACT

The article deals with the work of employees of the Employment Center with citizens who are in a difficult life situation. The process of formation and registration of personal files of unemployed citizens, which are an important part of the work of the employment center, is described. Government services are provided for unemployed citizens, such as vocational training, psychological support, social adaptation and the organization of temporary work. Proper management of personal files plays an important role in ensuring the effective operation of employment centers and high-quality services for citizens.

АННОТАЦИЯ

В статье идет речь о работе сотрудников Центра занятости населения с гражданами, находящихся в тяжелой жизненной ситуации. Описывается процесс формирования и оформления личных дел безработных граждан, которые являются важной частью работы центра занятости населения. Для безработных граждан предоставляются государственные услуги, такие как профессиональное обучение, психологическая поддержка, социальная адаптация и организация временных работ. Правильное ведение личных дел играет важную роль в обеспечении эффективной работы центров занятости и качественного обслуживания граждан.

On April 19, 1991, the Federal Law "On Employment in the Russian Federation" was adopted, which became the starting point for the creation of an institution that will provide assistance to the unemployed [1].

This law regulates relations in the field of employment of the population, establishing the rights and obligations of employers and employees, as well as the basic principles and mechanisms of state policy in this area. The Employment Center plays an important role in supporting the unemployed, it is a key institution that provides assistance in job search, training and retraining, as well as providing information about vacancies and social guarantees. Today, the employment service is a well-developed, equipped and well-functioning service, whose services are provided free of charge for citizens looking for work.

In the Belgorod region, the employment service adequately fulfills its main mission – an active partner and mediator between those who are looking for work and those who are looking for the necessary employee, and occupies a leading position in the Russian Federation in terms of the main indicators of public services to citizens.

Special attention is paid to citizens who face difficulties in finding work, belonging to low-mobility groups of the population, as well as citizens of vulnerable categories such as the disabled, young people, women with young children, former prisoners and the older generation, who especially need support in finding employment. In addition to the unemployed, there are also citizens who are at risk of being fired, transferred to part-time work or sent on unpaid leave, minor citizens. Citizens looking for work are given the opportunity to familiarize themselves with the job bank, make up a resume, learn about the procedure for providing public services by the employment center, these include: assistance in finding a job; vocational guidance in order to choose a field of activity (employment) on the basis of the employment center. For unemployed citizens, public services such as referral to vocational training and additional vocational education are provided; psychological support and social adaptation services, organization of public and temporary work, self-employment [4].

The leading inspector of the employment center receives citizens and forms personal files. The personal file of an unemployed citizen is a set of documents that make up the most complete information about a citizen recognized as unemployed in accordance with the established procedure. The formation of the case is the grouping of executed documents into cases in accordance with the nomenclature of cases of the OKU "Employment Center of the Belgorod region" and the systematization of documents within the case [2]. Control is assigned to the head of the employment center.

The inspector has documents related to the personal file of an unemployed citizen (statements and conclusions of services provided, orders, consent to the processing of personal data, certificates, time sheets) in chronological order, based on the dates of visits by citizens to the employment center. After closing the personal account, the specialist responsible for accepting documents of an unemployed citizen prints out the personal file and the registration card of the recipient of public services in the field of employment.

When forming the personal file of recipients of employment services, the documents are arranged as follows: a blank sheet, an internal inventory, an accounting card for the recipient of social benefits, documents of the personal file of an unemployed citizen, and again a blank sheet. When transferring personal files of unemployed citizens for archival storage, there should be no duplicate documents, drafts, paper clips and staples.

Upon completion of work with the personal file of a citizen, the specialist responsible for the reception must make an internal inventory and check the availability of documents in accordance with the data entered into the system. All documents in the personal file of an unemployed citizen are numbered to ensure their safety and ordering. The sheets are divided into Arabic numerals in the upper right corner, but without damaging the documents.

The documents in the personal file are placed in a folder with a cover on which the details of the case are indicated. The closed personal files of unemployed citizens are transferred for archival storage to a specialist of the Department of legal and personnel work within the next month.

The formed and numbered personal files of unemployed citizens are stitched by a specialist of the archival documents department [3].

The personal files of unemployed citizens whose unemployment period is included in the insurance record must be kept for 50 years.

Personal files of unemployed citizens are issued for temporary use, and after the return, information about the issue and return is recorded in the journal. The withdrawal of documents from the files is allowed only with the permission of the head.

In conclusion, the formation of personal files of recipients of public services in the OKU "Employment Center of the Belgorod region" plays an important role in ensuring the effective operation of the institution and providing high-quality services to citizens. It allows you to keep up-to-date information about each client, and also ensures transparency and openness in the work of the institution.

In addition, proper management of personal files contributes to monitoring and evaluating the effectiveness of the services provided, which ultimately helps to improve the quality of service and social support for the population. It is important to emphasize that the correct procedure for the formation of personal files is an integral part of the work of the Employment Center and contributes to the achievement of its main goal – support for employment and social protection of citizens. For people who are out of work, the employment center is a guarantor of state support and assistance during the period of unemployment. The Employment Center is constantly improving the accessibility and quality of services provided, implementing government employment programs and opening up new opportunities for job seekers and employers.
