INCLUSIVE EDUCATION IN KAZAKHSTAN: CHALLENGES, APPROACHES AND PROSPECTS
ABSTRACT
The difficulties, strategies, and opportunities of introducing inclusive education in Kazakhstan are examined in this article. All children, including those with special educational needs, should have equitable access to high-quality education, according to the goals of inclusive education. Notwithstanding advancements, the nation continues to confront issues like inadequate infrastructure, a shortage of skilled workers, and pervasive social prejudices. The implementation of resource centers, teacher training programs, and the use of digital tools are some of the current initiatives to solve these problems. In order to promote inclusion, the article highlights the significance of international cooperation, more financing, and policy changes. Furthermore, it is determined that empowering non-governmental organizations and increasing public awareness are essential measures in establishing a helpful learning environment. Kazakhstan can create a more equal educational system that fosters the full potential of all students by removing these obstacles.

Introduction
An educational strategy known as inclusive education guarantees all pupils, irrespective of their social, emotional, intellectual, or physical attributes, equal learning opportunities. Because it facilitates their personal growth and absorption into mainstream society, this method is especially important for kids with special educational needs (SEN).
After ratifying the UN Convention on the Rights of Persons with Disabilities in 2015, Kazakhstan legally pledged to uphold the inclusionary principles. Although the nation has made strides in advancing inclusive education since then, many obstacles still remain. These consist of enduring social preconceptions, a shortage of skilled workers, and infrastructure constraints.
This article's goals are to examine the difficulties of establishing inclusive education in Kazakhstan, assess the methods being used, and make recommendations.
Key Challenges in Implementing Inclusive Education:
1. Obstacles in Infrastructure
Numerous educational institutions in Kazakhstan lack the necessary facilities to serve students with physical limitations. Wheelchair-accessible facilities, elevators, and ramps are present in only 27% of schools, for instance.
Specialized learning aids and equipment for kids with cognitive, visual, or hearing impairments are frequently absent from classrooms.
2. Lack of Qualified Workers
Specialists including psychologists, occupational therapists, speech therapists, and special education instructors are severely understaffed.

3. Gaps in Law and Policy

To give educators the tools they need to teach in inclusive classrooms, funding for teacher training programs must be increased. In a similar vein, financing for assistive technology is crucial to improving the educational experiences of kids with special education needs (SEN).
3. Global Information Sharing
Kazakhstan might gain knowledge from nations like Finland, Canada, and Japan that have well-established and effective inclusion strategies. International cooperation may influence regional inclusive education policies and initiatives.
Local educators and politicians could share ideas, innovate based on best practices from other countries, and exchange knowledge by hosting international conferences and training sessions.
4. Strengthening Non-Governmental Groups (NGOs)
NGOs are crucial to the promotion and execution of inclusive education programs. Promoting their active involvement can aid in the provision of materials, instruction, and support for inclusive educational methods.

According to these predictions, Kazakhstan is making progress toward a more inclusive educational system. Inclusionary education has the potential to be a key component of Kazakhstan's future educational system with the right preparation, funding, and international cooperation.

Kazakhstan's inclusive education development is a complex issue that calls for cooperation from the government, schools, families, and the general public.
